ios - How to send Offline Push Notification -


i have read not possible send push notifications if offline. i'm working on app generates reminders @ time. app totally offline there need if app closed should still send reminder on time. thing possible pushnotifications far i've read. , localnotifications did not work if app not running.
so way generate offline notifications if app closed?

localnotification again not solving problem. because user open app settings, , once these settings done may not open app again until feels need change reminder time. , app communicate user via notifications. mandatory me generate notifications on time user sets long needs to.
is there way can copy way reminders work?
